With my limited engineering and economics know how, and a poster on a public message board and therefore NOT as a financial advisor, my humble yet rational and factual opinion is that this is stock you buy as a savings account and add over a long time horizon. It will be 80$ because the EBITDA of the engineering division (600-700m) can be increased to 1B with : 1) the swap of the 407 against an additional 125-150m from an acquisition and I see this with OMERS (swap 407 against Environmental Resources Management or ERM and 500m to use for buybacks), 2) internal growth as a result of the infrastructure programs and supply/demand upward price pressures on hourly rates and 3) a layoff program clearing 100m a year including in SG&A. It may take 2, 3 or 5 years, possibly 6 and would honestly hate to have to wait till 2030 but it is also possible. It is like the tail of a Gaussian curve. In my view, very likely by 2026.
