The Red Cliff project consists of approximately eight mineral claims.

I mean they can buy and sell anytime, but they will have very close eyes watching their trading so close to news coming out.  

Most insiders wouldn't risk it, even if there is no inside info to go off of, but theoretically, yes they could right now.
