Alstom is a french, so they can easily re-negociate with the french gvnmt. In exange they will promise to keep everyone in the french factories of the group. Usual.
Also Paris need badly this new trains so they can t aford to lose time in procedure.

Annyway, if not this way, they will receive money from the post covid plan de relance or other future green infrastructure plans.
