Discrepancy in the price

Discrepancy in the price All  U.S. prices 

Tilray $ 28.70  Aphria $18.25   conversion rate  on deal at 0.83  should put APHA
at $23.82 .

Is APHA undervalued at this present price or am i missing something ??
