Follow the cash if you are trying to get to the bottom of things.

Who controls NVA?  How will the controlling interest group make the most money? 

How much does the controlling interest group earn from managing NVA?

What incentives does the controlling interest group have?

How many shares does the controlling interest group own?

What options do the controlling interest group own and what is the exercise price?

Answer the above questions, and you will quickly have your answer to whether a takeover is possible, or if all the huffing and puffing is just huffing and puffing.
