I think it does, recently many people (including me up to a few days ago) have come to the conclusion that the liberals are anti aviation sector, and do not care/ are out of touch. This approval shows that they are not, and are listening. They are acting, albeit slowly, for the sector and trying to balance everything to make everyone happy (which is impossible)
