in my opinion the answer is simple,

who establish rules and set law? the answer is Government

what does politicians who run the government wants?

politicians want to keep their jobs, reach higher position

who can help or can cause a politician to rise or fall? MEDIA

i.e Politicians will always stay in bounderies set by media

note "Thomson family own or have interest in CTV, Bell Media, Reuters,Globe&Mail,

i.e Thomson Family can help promot or bring down Gov.

Gov. will always protect what Thomson family owns,

Gov. will not do what Thomson family do not want

Thomson family want bbd to fail, i.e Gov can not give real help to bbd, can only pretend, but real help as France did for Alstom, no way
