To know if institutions buy on the markets, we have to analyse the transactions and verify the buyer's brokers. Some institutions are buying through Anonymous also. You can check directly on the TMX site to see the transaction details:

However, serious institutions are usually buying through a financing package and will negociate their price with the management. So, if Kevin and Rob are currently preparing a financing for developing Goldboro, that's where the serious institutions will raise their hand IMO.
