If weather of such intensity happens only every 30 years or less...is it worthwhile to mandate that all your infrastructure be built to such specifications? Obviously if cost wasn't a factor, we would build everything to withstand every single type of scenario. However, in the real world, that simply is not the case and cost/benefit declines sharply with each additional level of security/protection.
