Thats the way it reads to me. How this will affect SCR , I do not know.

The format for sports betting in Canada will be the same as the USA. The casinos will hold the licensing and will look for digital /mobile partners who have already developed the apps. To the best of my knowledge there are no stand alone race tracks. They all have casinos. That is the only reason horse racing has survived
