well it is a failure of technology in the sense that in Texas they are not mandated to have weatherized equipment so they I guess assume hey it's only ever warm here no need to weather the equipment for cold weather. In Canada I believe it's mandated that the equipment be weatherized for the varying climate. So basically it is the politicians fault for not having the foresight to weather their equipment just in case now they are paying for it. They also mistakenly blamed renewable energy when it in fact outperformed the dirty energy which was responsible for most of the issues had they not had renewable energy the situation likely would have been even worse. I posted an article that outlines this information.
