He raise half a billion dollars in an IPO without any reserves, no feasibility study, and proceded to build a company that was bought out a few years later for over a billion dollars.
You don't need feasibility studies. You only need what yoour financers demand. I suspect that is what is going on behind the scenes right now. And it takes time.
