and other infrastructure or insulating piping is just plain stupid and gambling with peoples
lives. Always the same. By not winterizing, you saved a lot of capex but when you get
an extreme cold weather event, your decision gets exposed for what it is in the most brutal
manner. The Texas regulators are ultimately responsible, but in reality, they are more of
a reflection of what society views as as too expensive and unnessary. Most of us choose
to cut corners to save expense if we can get away with it. The regualtors need to be more
firm in laying out their case for these expenditures instead of caving.
