i can't answer most of your questions ... as I'm not an insider and have no knowledge of their future plans ...I can only make edumacated guesses.

Spectral's ( pleasant) dilemma is in how to monetize Dialco. The fact they have separated it out so clearly so far ( website, etc) suggests an outright sale. The main assets? The IP and the NA rights. The personnel is largely irrelevant although Dr. G is likely key.
An IPO would allow for a $ raise, to pretend to build a Sales force. Sale of the main assets via sale of the IPO'd co is one way to go. It would reward all Spectral shareholders who would get shares in Dialco to sell at some point in the future. Some may decide to hold, others might sell. There may be other ways to go. Example RTO
If the Dialco assets are potentially worth 1/2 B or more I would prefer a spun out public co to an asset sale out of Spectral. If the latter, how do you reward the spectral shareholders? With a taxable cash dividend?
just some random musings. The good news is that there are two distinct and major assets to monetize.
