The core issue is in London you don't naked short unless you are a huge organisation. Mere mortals need to get a counterpart to lend them the stock which they do for 90 days at a cost.

Those lenders have suddenly got shy and don't want criticism from the general public or the regulator who probably has a political agenda to look tough.

As the TSX no longer has a regularity function and the politics in Canada is provincial not federal there probably isn't the PR squeeze there? 

Post Brexit the London regulator is now free to do what they think without the Brussels 28 country non decision compromise. They suddenly discovered they get to call the shots after nearly 30 years! And don't pen pushers just love that!
