Sales per store location

I was looking at valuation based on sales per store count. Part of the lower valuation could be that some of the Chains in the United States are averaging as much as 3 times more in sales per store than Hi tide. I was hoping that Hi tide would be higher for the fact that consumer cannabis sales are legal in canada.
