Small breakout on deck?

Just conjecture but feels like a runup to $13s is on deck in the near- to mid-term.
If it does I think it's a chance to lighten positions by a bit...for me because I'm a bit overweight in this as part of the "safe", fixed income alternative of my portfolio.
