I believe you are correct. The market still has no clue on how NL makes money or even recurring revenue. Remember these guys are scientists. Paul keeps focusing on the value of IP which again the market does not see value in this yet. There is no clear direction of how NL actually WILL monetize their process. Currently they are getting extremely small contracts but they are not swimming in deep waters with the big boys. A couple of years still before this matures to over 1$ share price. We have to wait on the US to get on board, as Canada is very slow to make things happen.
