Yes some very rare areas there is scarcity but can be accessed by deep well drilling etc...

But nonetheless - About 71 percent of the Earth's surface is water-covered, and the oceans hold about 96.5 percent of all Earth's water.
Water also exists in the air as water vapor, in rivers and lakes, in icecaps and glaciers, in the ground as soil moisture and in aquifers.

Water is the most abundant, most accessible and one of the most studied chemical compounds. The fact that it is located throughout the planet, its crucial importance to man's survival and its ability to exist in solid, liquid and vapor phases and transform between them readily has made this liquid uppermost in the thinking of man throughout time.
