Lynas currently has1800tpa spare NdPr capacity at LAMP, for a very modest $60M they can add 1500tpa NdPr quickly in Tx, and you can be totally confident it will be commissioned to 90% steady state, on spec, in just 90 days. Lynas now has a wealth of experience not just building & commissioning SX trains but managing them up & down.
US "critical metals" issue is NOT mining 1500tpa NdPr, it is primarily creating a sustainable NdFeB middle supply chain, i.e. competitive with the Dragon.
Regardless, like most US RE "resource", Bokan will never make economic sense, so a ML is utter fantasy, see Hammond.
