Curious as EFF how CGC was able to cut through Fed red tape?

Can't own anything selling cannabis in the USA but somehow CGC's Houseplant brand will be selling there starting in California ? So lost as to how they are able to cut through the Fed red tape and TSX / Nasdaq red tape.
