Not to take anything away from your post but the IOC photos are not of induration machines, they are regrind mills since the concentrate is too coarse to make pellets it needs to be ground a second time only for pellet production. There are 6 lines, very small when compared to modern ones as they date from the late 60s. 
Negos are underway with Nalco ( the Newfoundland and labrodor power company ) to gain access to Lower Churchill power coming online at this moment. Substations, transmission lines, and right of passage are all in the process of being approved. There is no surplus power in Lab City at this time. 
IOC has recently settled with the local Innu population ending the dispute of many years access to Innu lands.
Within Rio Tinto the IOC product has the highest quality of all of their iron ore producers. It is so good that it is no longer grouped as part of iron ore production. It is with the speciality mineral  group. Times are good for IOC and LIORC. The last time there was production slow down due to market conditions was in 1978. The product is so good that they can sell all they can make, even in though times.
