I seem to recall they had to apply water around the site last summer to keep dust low for the workers?

0.6 cubic meter per hour is 0.167 L per second. Depending on how many employees are now at the plant and what peak water demand might be it's not alot, especially if they're having to do some dust control.

They may have holding tanks to help accomodate peak demand, but I wouldn't be surprised if they didn't due to beauracracy in Brazil. Especially if it's also used for drinking water.

Regardless if they are using it to keep dust low peak demand could be high and difficult for a 0.167L/sec well to keep up with.
