Arcelors Port Cartier plant is a grate kiln therefore fewer torches. Getting new Labrador power to it could be a problem due to the distance and Hydro Quebec would have to buy it from NALCO. After the Churchill Falls debacle in the 60s NALCO will not wish to do that. Politically speaking the Muskrat power will be to create jobs in Labrador not Quebec.
Natural gas is being promoted as the next step for Arcelor.
One other comment.
The Carol Lake plant is so old that the burners are probably smaller than what would be found in a modern plant. That may make it easier to match Peter's torches to the application.
RIO has shown no interest in putting money into IOC. RIO owns only 58.7% of IOC.
