RE:RE:LIne 5I am not an expert on pipelines across NA. But I would hazard to guess that most of the available capacity is already spoken for as there is already a sizeable volume by rail,. The Portland Maine  to Montreal Quebec pipeline Was built in the forties to supply 6 refieries in Montreal. It has been inactive since 2016 when line 9 from Sarnia to Montreal was finally reversed towards Montreal after a few years of arguments and plenty of activist interference.
There are longer term alternative to line 5 , as there is also a line 7 and one of the Transcanada nat gas pipelines could still be converted I believe.
My real point is that all this interference by Politicians acting at the beck and call of supposed environmentalists is getting to be very dangerous not only for the enegy industry but also for all the consumers of petroleum products who still depend on petroleum for their livelihoods.
Enough is enough before people really get hurt as happened in Texas recently !! Things cannot be changed overnight and for the energy industry teams of experts are needed. I know as I was once part of such a team long ago and many unforeseen problems always arrive.
 Would anyone want a Politician to perform heart or brain surgery or an Appendectomy on his person?
