Not sure what that meant either. Revenues declined in Q4 relative to Q3 while "cost of revenues" increased. Material inflation? Pricing pressures die to all the excess capacity built in 2020 for hand sanitizer & hand soap? They don't say in the MD&A. There is a paragraph near the beginning of MD&A which may imply they struggled with capacity constraints but they don't come right out and say that they were short shipping customers or turning away opportunities. In fact they don't say very much at all beyond the numbers .. which were very good.
