I'm going to tell you something, Ike.  

If you compare China of 30 yrs ago to what it is today, you are in utter amazement.

If you compare what the US was 30 yrs to what it is today, you will cry.

It has nothing to do with government trust.  It has everything to do with human energy overcoming government barriers (or succumbing to it)

All governments are the same.  But not all cultures.
