PREB has filed the weighted criteria used to evaluate the shovel ready projects. Download the PDF here (dated Mar 15): https://energia.pr.gov/expedientes/?docket=nepr-mi-2020-0012 Page 13 of the evaluation (found on page 16 of the PREB filing PDF) discusses Montalva and the weak transmission lines surrounding it. If Montalva was only 73mw there apparently wouldn't be any issues. Montalva is simply too large of a project for the grid to handle, and we were eliminated. It sounds like Luma is in charge of transmission upgrades now, not PREPA. I'll let Jeff jump in here and express his opinion on the report if he feels like commenting on it. The poor state of the transmission lines by Montalva seems to be a potential problem for future approval.
