Our Best Near Term shot at Approval?

From the consultant's report:
"..NEP advises that project's that fail the PREPA contingencies be eliminated from the round,without prejudice for future RFP's unless PREPA receives direct confirmation from LUMA that, in the case of Montalva, Line 37100 issues would be fixed in the SRP before Montalva comes online."

So if LUMA gave us that greenlight, could our PPOA be reconsidered immediately with all our correct costs included?
