From the table at that link, the one on the left is the meeting date and the one on the right is the submission deadline for consideration at that meeting.

March 18, 2021 deadline: February 25, 2021

That means they would have had to submit on or before Feb. 25.  It's possible that they did submit before the news release, but the way THRM writes news releases you never know.
