The AUC’s denial of AP acquiring the Pioneer Pipeline would provide three significant benefits:
(a) NGTL and AP shippers would not be burdened with the cost and the risks of the Pioneer Pipeline
(b) WEG expects that tolls on both the NGTL and AP systems would be lower with an interconnect of the Pioneer Pipeline to the NGTL System, while TransAlta and Tidewater continues to own and operate the Pioneer Pipeline; and
(c) it would avoid benefitting TransAlta, at the expense of other shippers.
Under a scenario where the AP Need and Prudency Application is denied by the AUC, while the CER approves an interconnection of the Pioneer Pipeline with the NGTL System, TransAlta’s need for gas at the Sundance and Keephills generation facilities will still be served. The current owners of the Pioneer Pipeline will still be the only parties contracting for service on the Pioneer Pipeline, with or without any AUC requested approval.
