Why Not Process Quartz into Silicon w/Nano Research ongoing?

It's as if HPQ Mgmt. can't chew gum & think at same time -- No Reason Why the simplest low hanging fruit process can't be achieved now ? Why wait until other Research is completed when there's Millions of Tons of Quartz laying around doing nothing ? That way they'll be extra Rev$$$ available for higher profitable Projects ! EtheGreat or Not ?
