Personally, I think it should be DM to announce it as they are the distributor and the ones that submitted the application to HC. SCRN simply buys kits from DM. If and its a BIG if there is a contract with the federal government to supply kits, SCRN may not even be involved. HC may just want the kits to distribute on their own accord. LTC homes, airports and so on already have their own Healthcare professionals to administer tests, therfore not necessarily any need for SCRN in this case. JMO.
