That's the point, it ain't.  At one time the company had to choose between building a mill for both UG & OP, or the less expensive smaller UG mine only  they obviously choose the later.

"Mills and Transloading Units - not as expensive - but require a talent pool of engineers and construction experts..  there is a lot of permitting involved throught the entire construction process..  --> can't go down to home depo and pik up a cru.. the other drawback..  is that the major components of the mill are Fabbed  w a poor lead time to delivery / vendor constraints"
 
Now who could argue with that?  It is not unusual for newbies to be drawn to the sector with all the spin about copper, but now and then instead of being willing or capable of  learning, a few knuckle draggers show up bragging about how many shares they own and assuming the Laws of the Physical Universe have been rescinded at PH .... you know, morons!
