Most short sales are immediately covered by the MM's for most stocks. Some ppl hold short postions, but that's another story.
Short sales (including naked) are covered a few seconds or minutes later in many cases so they don't affect short 'interest', which is why short 'volume' makes no difference in terms of what most ppl think.
Nothing evil or nefarious about it as it's just a tool MM's use to get as close to net zero as possible.
But those who truly understand market mechanics will know what's happening here and why.

so if 60% of volume is sale, you can't cover it in one day. You can't have 120% of volume a day.
If you don't cover your short sale that shares become "short interest" they accumulate numbers of shares that they will need to cover.
The other thing it could be that this " naked short "which is illegal .
