The Cubango River has a flow which varies seasonally from 350 to 1000 m3 per hour. A horizontal frac requires 10,000 m3 or more per well, an old style verticle frac considerably less. The Cubanfo flow is so low it doesn't even reach the ocean and ends evaporating in an elluvial swamp. So not impossible but it would sure cost a lot to get water to the site. Sand is plentiful at least but it may not be suitable for fraccing. I wouldn't infer too much on the hiring you speak of. They have to prepare for success even if they fail.
