Technically, any buy or sell is manipulating the market by definition so I should probably say it's not illegal manipulation. It is a bit deceptive though and trading off level 2 can be rough.
I don't understand all the tricks and don't even have access to Level II. But when I buy into the asks....I expect to see ask lots drop when I place the order. Now, if there are millions of shares trading...you might not even notice it but like I said...with MMG the average daily volume is pretty low.
