Tell me what any fundamental changes between when the share price was 95 cents and now.

only right now, we have more solid information and clearer expectation.  is it safer to chase when it was 95 cents, or it is safer and have higher upside when it is 35 cents now?

When it ran to .95 it was pure hype from fomo, not fundamentals. Now that the market has many news releases under it's belt and time to analyze, it's not impressed. Sure, they draw a pretty picture. But they have no track record the market can relate to. The market is not willing to pay up front for future earning that may or may not come.
