Yep, there's an elevated RVOL. Given that there's been no fundamental catalyst, there could be any sort of reason for the selling, including reasons totally unrelated to the underlying stock. Someone could have sold their position because they wanted to reallocate elsewhere, for instance.

They could have sold because other cannabis companies (e.g. APHA, WEED, etc) took a hit recently, and the shareholder decided to manage risk as they felt was appropriate. We don't know.

Also, PWR is a thinly traded stock, so given that it traded with 4x RVOL and only moved 4 cents is revealing. 

Anyway, do what you see fit. Until there's a fundamental catalyst, I'll continue to hold.
