Exchanges should never allow shorts to happen, but I see their incentive, they make extra money that way.  It is unfair that shorters can borrow shares to short without the owners of the shares knowing, it is nonsense and dirty.

Actually they capitalize on impatient penny flippers. Patient investors capitalize on shorts. Because they keep accumulating. Put your shares for sale. Whether it's $5 or $10 if they are up for sale they can't be borrowed
