RE:clinic opened in march? Your assertion may almost be as vague in details as the NR, gypsy. Was it the last day of March or the first day of March? Did they want to wait until news of the rapid antigen test?
A walk in clinic without a rapid test would be far less appealing and unlikely to garner the foot traffic to make it viable. You open the clinic, get a sense of operational requirements and yes, volume knowing you're going to secure rapid tests. Make the NR regarding the tests and follow that with an NR regarding the clinic.
Seems like a reasonable and prudent strategy imho. The only reason for a pp would be if revenue had dried up ....in which case a pp would not be well received. That doesn't seem to be the case.
