Most definitely not. Plasmolysis does not provide a route to isotope separation or, more precisely, to isotope enrichment which is what would be needed to concentrate the tritium in water into a smaller volume for long-term storage.
In any cased, the water from Fukishima is so slightly contaminated with tritium that the planned release into the Pacific is essentially harmless and technically not an issue.
