fuel cells are really efficient, but they require hydrogen gas, which is very energy intensive to make (you essentially have to do the fuel cell reaction in reverse). powering the torches with fuel cells doesn't make sense because then you'd still need a source of energy to separate hydrogen from water. fuel cells are best for portable things like vehicles, or when there is an abundant source of renewable energy, for storing some in the form of hydrogen gas, or a cheap source of hydrogen like landfill gas (although it is rare that renewable sources of hydrogen would be pure enough to be used in a fuel cell).
