It may just be a simple case of the company supplying contract mining and ore hauliage to Plant 1 is being provided with a 60m3 fuel storage facility at Plant 1 as a permanent solution. The responsibility to fill the tank would be in the terms of any such contract.
A 60m3 tank is a large tank but it will reduce risk of interuption, and also, if they are going to meet the 2021 target they'll need it.
The mine sites will probably have mobile storage.
The existing 30m3 fuel store was probably sized when the pre-upgrade plant was operating on a generator supply, and, correct me if I'm wrong, but didn't new grid supply go live a the same time as the plant was upgraded.
This would leave the existing 30m3 fuel store for Plant 1 vehicles.
Just my opinion.
