Since the copper deposit was first discoved in 1995, Rio and minority partner BHP Group Plc (BHPB.L) have spent more than $2 billion to dig an exploratory mine shaft and dismantle an old Magma smelter. They have yet to produce any copper. BHP declined to comment.
