Disosa and VanZipVanzip is incorrect.  Every party and person in Puerto Rico is both an American and a US Citizen. About 2% of the population will vote for independence, while the remainder is generally divided into two camps: 1) Statehood and 2) Status Quo.

Status Quo is the continuance of big brother giving out large hand-outs to a US territory, but regardless everyone in the territory is a US Citizen and a loyal American.  This can be verified with the fact that 400,000 Puerto Ricans have fought in wars as military members in US uniform, one of the highest concentrations of military to civilians in the US.

The only quirk is that Puerto Rican residents (still US Citizens) cannot vote in Presidential elections, but they can vote in Presidential primaries.  When Puerto Ricans leave the Island and mainly reside in Florida, they mainly vote Republican.  When they move to New York, they mainly vote democrat.

PREPA is an instrumentality of Puerto Rico and Puerto Rico is an instrumentality of the US "through" the Natural Resources Committee of Congress pursuant to their constitution of 1917.

The Administrative Law Judge has full powers and the PREB Executive Director is both a Professional Lawyer and Professional Electrical Engineer (Masters of EE as well).

PREPA has still refused to answer the PREB Summons but asked for a reply extension of April 29. We can judge our outcome by their reply, but their reply, in any postioning will put them in a dilema with our case, which is PREPA accepted a lower price from Xzerta but not from us, and you did not file the correct costs and prices or transmission curtailment data with the consultant.  If they were honest, they would of met the original Summons dealine to respond by April 7. 

We will formally respond when we see their response on April 29.  If they do not respond we will file for default judgement.
