It would enable billions in taxes to be paid, it would enable that part of the state to open up, a road continuing from Pebble would reduce the cost of the road to Donlin greatly, bringing their 2.24 gm/tonne closer to being reasonably economic, and could allow another mine to start. 

Notice that people are quick to criticize even though no details are attached. After Pebble closed, should the government be given the road free of cost? Or should it become a toll road, since Pebble had to pay for it? 
State financing does not imply that it's a gift to the company. Government financing would include requirements, company will have to do maintenance, plow snow, the state could request reimbursement of road expense, through additional repayment or tax. 

Looks like I may have misread his original message, it's difficult to give them more than a passing glance.
