Routine is to hire an engg/constg/pr   firm which goes around the country (on billable hours) doing focus gps and "research" only to come back a year or two later with names of three moonshine towns in the deep south.  Then you waste another year or two negotiating incentives and tax breaks. 
LEV doesn't have that luxury.
The Biden infrastructure plan will be approved sooner or later this summer/fall.  There will be oodles of greenbacks for  new plants for batteries and EVs  etc.  And oddles of competition for same.

Michigan is probably as good a state as any. Marc needs to search for a plant abandoned by one of the big three with a  decently modern structure  ( i.e. no lead in the pipes etc.) Location is central with an abundant well trained work force.  The new Sec. of Energy Jennifer Granholm will soon be shouting from the rooftops for shovel-ready proposals.  And...., she used to be Gov of the state. Just put 2+2.
