The above directive effectively means: "Do not challenge what QTRH management and the board of directors are doing. That is not permitted! If you think that way, you should sell your shares."
This is very similar to responses from underperforming CEOs and Boards who get challenged: "If you do not like what we are doing, you can sell your shares." - Essentially ignoring who the legal owners are.
