I don't think so, sure there is a fair bit of demolition work to take place at the Bowden refinery, but all the major infrastructure is there and the land is already leased. Think electricity, natural gas, rail sidings, and tank farm that are already on site. Biggest question for me about that site is how they are bringing the hydrogen on site, cryogenic liquid by railcar maybe? A greenfield site on the gulf will need to address all those problems so I think the Bowden site makes more sense to do first.
